beach "commercial" diving

now that the law concerning "commercial activities" has been enacted, (primarily for kayaks but affecting all) what are the feelings? and to those who purchase permits (because we are all law abiding patrons) will there be refunds?

it was written to include kailua and kalama beaches, but by virtue of the wording it also includes all c&c beaches, i believe the bill # is 5 , was in last saturdays paper
