I don't know about "official policy" but I have solo dived with two ops there.
Seemed like a "don't ask, don't tell" thing. Fully consistent with my experience that when you show up anywhere warm with a drysuit, BP/W, 7ft hose, can light, etc and tell 'em you're from New Jersey... they pretty much ask you not to pick on the other divers and let you do your own thing.
