I want to buy a new steel tank, I have a 3442 psi, HP 80, the cylinder length is 27", I've found online a steel HP 80 3442 psi, 19.7" length, will this hold the exact amount of air even though it's over 7" shorter?

At 3442 the HP steel will hold 80 cu ft of air. If you want a new tank though I'd go with an lp85. easier to get full fills, trims out better and if filled to 3000 or so you've got yourself 95 cu ft of gas. Also lp's are usually easy to get full fills on. some shops only fill to 3000 even if it's a HP tank. Worst move I ever made was buying two of the HP80's cause my LDS got deal on them. I was new and didn't know any better. If you can get full fills that's cool but around here a couple places I know of have shut offs on their compressors set at 3200. They'll fill to that but when it cools down you got maybe 3000. And 3000 in an hp80 is a bit more than 69 cuft.
