Need help choosing dive site!

Hello all. My wife, her grandfather and I are going on a cruise in early December to Key West, Belize, Cozumel and Progresso Yucatan. To keep the peace, I agreed that we would dive at only one of our stops, so I want it to be good.
We have both been to Key West and enjoyed the diving there, but I'm concerned about conditions during that time of year. I have already been to Cozumel and loved it, but I would hate to pass up a better opportunity due to lack of information. I know absolutely nothing about Belize and Progresso.
So, does anyone have any recommendations for the best dive given the time of year?

I'd chose Cozumel and Belize, and say sorry about diving 2 mornings...!
