I'm with homeboy on this point of asking who she will dive with if you don't dive with her. Teenagers are teenagers, they are still training for life and developmentally, do not always "get" the consequences of any given action. I would not let my 16 year old (don't actually have one) dive without me. You know your child the best, know their limits, know their personality, etc. Another adult diver will not know her as well and cannot possibly help her dive as safely as you can if your diving skills are solid.
I read about a 16 year old in Florida who died in 25 feet of water while diving with a parent who was not in close proximity. She simply held her breath while ascending. I don't offer this to scare you, but to give you reasons to BE her dive buddy. Plus, how fun to build some activity that you can both enjoy together while she is in those years where some kids get distant from their folks.
As for Jaws, I take it you will be doing some ocean diving. I found that I was far less scared of sharks which I could see as opposed to those I could not while simply swimming topside. They are generally peaceful creatures.
