Are you allowed to kill lionfish on St. John? There's a lot of chatter about how serious they are about killing lionfish but I can't find any regulations.
 
You need to connect with these folks - CORE VI - CORE Foundation Home My understanding is yes, however you must take the class (FREE!) and do some kind of supervised dive initially. I've been out on a bunch of dives with CORE trained divers, they are using both the ELF and more traditional spear guns. Only seen 2 LF in 5 months. Sorry I don't have more info - just not had time to connect with them, respiratory illness last 3 weeks and weather has sucked. November a very rainy month (single day record rainfall) and now the Christmas Winds are kicking up.
