I use three strand polypropylene because it is easier to splice. Knots in a line reduce the working and breaking loads. A simple overhand knot will reduce the load strength by about 50% or 60% while a splice will only reduce it by 10%. Three strand nylon line is stronger but is probably over kill for a buoy.
PS: If you need to put eye splices in the middle of the line poly is also the best way to go.
