You'd get better coverage and answers in the Mexico forum.
I go to Guanajuato every year and have never heard of any scuba diving in the area. Report back if you find anything.
You could maybe head over to the east coast to Veracruz but that's pretty far away. We drive and usually stop off at Rio Verde (near San Luis Potosi) to dive in Media Luna.
