A child... with the soldier. That may change the theme you had in mind, but my initial impression of your rough draft was "it really is for our kids, isn't it?"

It's the soldier that makes the goals of the Constitution a possibility in a world filled with those who would deny those goals...
"... secure the Blessings of Liberty to ourselves and our Posterity..."
I think a representation of "our posterity" in the memorial helps bring focus to the mission.

Make Ole Glory full size in the background transparent. then put a soldier in the appropriate uniform on it from REV war to OIF. Keep the hands as a way to show our fathers before us looking down and watching out for us as we mourne our fallen comrades. and the kneeling mourner that is awesome. I think even if you put just a dude in REV war uniform it would get the point accross. That is what I would do IF I could draw better than stick people. Just my $.02

That reminds me of the statue the Iraqi artist made from the old Sadam statutes but he had an Iraqi girl with her hand on the soldiers shoulder.

Are you sure we are not brother's? I was doing that last night after I added the little girl holding a flower up to him. Going to watermark the "Wall" in the background.

Well, I was going to suggest a revolutionary war soldier but I see that has already been suggested. Good call Aquadoc. Good looking piece of artwork so far, Joe!
