Even Consumer Reports is subject to bias. Remember that they actually rated the iPhone 4 as a "no buy".
And for very good reasons - it was a turd in the version they reviewed, and they had the integrity to *NOT* succumb to bias, and to call it as it was . . .

I hosted the regulator test last year on the Spree. We performed the testing on the Vandenberg and Western Sambo reef. I was very impressed at how the ratings were determined. Testers were given a list of criteria to evaluate to, and they did their evaluations after every dive. They did not discuss the results during testing, and we were hopping to keep their cylinders full (even if they only used a few hundred PSI on a dive, they always had to start with full cylinders for continuity). Regulators had to go through the Navy in Panama City, FL, also, so it is quite possible that if a manufacturer didn't get their reg in on time, they would have missed the Navy ease of breathing testing.

Kelly Leavendorf was running the show last year. He has since left Bonnier, I don't know who is running ScubaLab any more.
