what equipment would you use, specifically? No boat.
If you had no gear, what would you buy?

Say, in the neighborhood of a grand.
Water temperature 65 - 70. There is no need to go below water. You don't have to plan a return trip.

Personally, I'm not going 10 miles offshore without a boat at all. Not considering that, I'm pretty sure I'm need to know why I'd be going out there before I could think of what I need.

well, if I couldn't take a boat, I would probably go on a ship, otherwise, count me out.
