advice on harvesting and processing kelp?

I am looking for information on harvesting and processing kelp from the sea. Is there a certain part of the plant that is best to harvest or better to leave alone? Is it ok to eat kelp that is free floating? And with processing, is it necesary to dry it first? What are some easy preparations? Kelp is so good, and I would apreciate any info on responsively harvesting kelp for personal use. And good recipies too> thanks!
