Good Diving 2nd Half of February?

What are the general conditions and good places to go this time of year? We are looking at spending a couple weeks in Philippines at that time but to be honest I don't know what's what and what to see. No liveaboards unfortunately as the wife gets seasick. Maybe somewhere around 3 days worth of dives and a few days sitting lazily at the beach.

Any hints on non-diving stuff not to miss out on or interesting in some way much appreciated as well.

Robert, just watch out for Feb 17-20. That is the Chinese New Year (Lunar) and half of the region will probably be traveling all over the region and to the Philippines during that week (China, Taiwan, HK, Singapore, Korea, as well local ethnic Chinese Filipinos). Best to make sure you can get a hotel/ transportation quickly...

Puerto Galera or Bohol would be best all around diving & topside. around feb would be perfect.
