Most places in The Visayas will be good at that time - Dauin, Moalboal etc. Malapascua is usually excellent with May with slightly less divers around and good times for Threshers and Devil Rays although there hasn't been a bad time for 12 months now.

Malapascua has lots of cheap accommodation options including 500Php Fan rooms with own bathroom beside Evolution. Malapascua also a good one stop locale as there is lots of variety - large pelagics, tiny critters, historic wrecks, muck dives, deep walls, coral gardens etc.
