Can this 1st stage operate if it's mounted upside down? The reason I'm asking is that it looks like it would be a cleaner way to mount it to the valve.
 
Mount the first stage any way you like. It will operate just fine. It does not really have an "up" or "down" side as far as the internal workings are concerned.
