Can the LED6600C be used out of water with out any issues? I tried to looking for the info online, but couldn't find anything...

I've run this light out of water for some time with no issues.

Like any of the higher powered LED lights you want to keep an eye on them as they do generate heat. Leaving them on unattended over night is not recommended, but using them as a flashlight for short period (5-10 minutes) is not issue.

If you need to run them longer then do so, but use common sense. If the light begins to get quite warm then it's time to shut it down to cool.
