Snorkelling Program

I am not ready to introduce scuba to youth but am very interested in introducing snorkelling.

Has anyone developed a snorkelling program for youth? say ages 8-12?

If so, I would be very interested in details. Skills taught, references used, prerequisite skills, time involved, qualifications for instructors.

The NAUI Skindiving course might work. I used to teach it to preteens as young as 12. Unfortunately I no longer have the materials, but perhaps someone else on the board does.

NAUI also has a Skin Diver Instructor Rating that you can take. You don't need to be a Scuba Instructor.
