Hello mikkeahh, welcome to SB! I'm in Florida so I'm no help with San Diego dive shops/ops. However, you're in luck! No doubt there is someone here with answers for you. As to the San Diego area, I did a dive in Mission Bay. It started in the "bay" along the north jetty and wrapped along the inside of the north jetty. I was very disappointed. There are other local dives that are much better.

60 degrees is no prob with a good 7 mil wetsuit which you should be able to rent. If the visability is good a dive in the kelp beds will be unlike anything you have experienced in Florida. A trip to Los Coronados can get you good viz even when the mainland sucks. What dates are you going to be here?
