I live in Venezuela and have dived a few times in Puerto La Cruz. Last time about two years ago. Although there are some diving spots, diving is not so good over there. Visibility usually is not the one you would expect for a caribbean location.
I would not go over there just for the diving, but if you have to be there go for it. I can provide you at least with one operator web site if you want to contact them.
I live in Caracas and if you plan to be here over a week end, perhaps I could arrange to take you to some nearby diving spots.
Now, just for the record, the best place to go divving in Venezuela is Los Roques, an archipelago which is a National park and is about 30 minutes flight from Caracas.
No, there are no "keys" nearby Caracas. By Los Cayos, I believe you are referring to the keys (cayos) around Morrocoy National Park. That's another diving spot, about 250 miles west from Caracas. Very nice beaches indeed and interesting diving. Water is always warm down there.
