Probably going to be hard to regulate. I have one and tried it on my SP350 and it was frustrating to say the least. I blew out every shot....

Is the Canon A640 compatible with the Sealife SL960 strobe? If not what strobe preferably not very expensive would work well with the cam?

It should because the A640 can disable the preflash, but the SL960 does not have a manual power control like the strobe I am using so you have to use the A640 aperture control or move the strobe head around:

This maybe a better option it has some power control like the SL960D but is a smaller unit plus the fact that like my Ikelite A35, the SL960 is much too powerfull for macro close up work even at f 8.0 and a diffuser the image will be over exposed:

A key point on using small strobe is that it FORCES you to bring the camera closer to subject...the only true way to cut down on the backscatter.
