Yep, too good to be true.
 
It will never work since it would have to run many hundreds of gallons of water per minute at 100% efficiency to provide enough Oxygen to breath. Since water is made up of Hydrogen and Oxygen, where would the corresponding nitrogen come from? The air we breath is about 20% Oxygen and 79% Nitrogen. If it provided only Oxygen, then 100% partial pressure of oxygen is fatal if breathed deeper than 20 feet. So this can be a license to kill yourself if you could deal with the equivalent of a fire-hose in your face. I might also mention that the design would cause it to pull loose from your grip if you turned your head very fast or encountered a swift current. Drift diving Cozumel would be out of the question... Pipe dreams.....
 
Was a graphic design competition or similar, not an engineering competition. Is not real.
 
It is electrolysis, good idea, but a lot of pratical issue, range from power needed for electrolysis, O2 toxicity, handling of the H2 ...
 
Thinkiing about it though -as Is yep useless, But what about combined with current rebreather technology?
