A few days ago I was in pattaya and decided to take a walk along the pier. I saw something that confused / concerned me a little.

There was a dive boat with a sign on the back containing the PADI emblem and advertising ''learn to scuba dive in 1 day''! Surely that can not be a full open water course?

Any ideas or thoughts as to what this may be?

Agreed DSD is exactly that, a 1 day diving experience, but can hardly be described as 'learning to dive'.
If they are referring to the DSD, then all well and good, on first impressions I thought the infamous Pattaya 2 day open water course had been cut even shorter.
 
I asked the same thing to an instructor because I thought it was misleading.

You do learn 4 skills on a DSD so as far as padi is concerned you do learn to dive.
However you are not certified to dive by yourself and if you want to dive again you need to be with an instructor.

You can use the DSD day to count as dive one of the open water course.
