What is the best place in Cuba for diving?

While in Varadero I dove with Baraccuda - there really isn't much choice of shops. You can arrange this at your hotel, and they will pick you up and return you. Gear is included in the price but we brought our own so I have no idea the quality, I just did not pay attention to it. There are some independents but I have no experience with them. We did a few boat dives - the patrol boat was a nice dive - and shore dives in the area, including a night dive. We spent 2 days shore diving the Bay of Pigs with them due to weather near Veradaro. Water was 27C at 30M
