I've seen the same thing once in Bonaire. The naturalist I spoke to had no clue what it was. The one I saw was sort of a hollow elastic tube almost like the lower intestine of a deer or something. I had thought at first it was some trash laying on the reef, and I went to pick it up, and it started moving, and it went back into the hole it was coming out of. The closest I could figure was it was some sort of worm or something inside the reef that was putting this out as some sort of feeler or feeder tube. I thought maybe it might have some way of extroverting it's intestines and using that as a way to feed without exposing itself to any predators.

I really don't know though.

That was my estimate as well.
 
I tried to feed myself to it, but I guess I don't taste very well...
