Sling it, this way its more managable. If you dive jacket style and a wet suit you will likely have to counterbalance it in any config. If you dive dry and/or backinflate with no bungies you can counterbalance it with the air in the cell. I dive al80 stage slang in single wing and that one requires a bit more attention at the beginning and end of the dive. Al40 is not an issue
 
... it was suggested at that time that I purchase a long hose (5ft) for the pony reg and then bungy the excess to the tank itself and back mount it.

That would be a very odd suggestion.

Still, I have seen divers here who insist on a necklace bungee for their long hose, so anything is possible.

As others have said...sling it as a stage and in no time you will not feel it. When I did my Adn EAN and Deco Procs course, I carried a stage AL 80cft on right side and an AL 40 (100% O2) on the left in addition to a set of doubles on my back. Two weeks ago, I did a drift dive with an 80 cft on my back and slung an 80 cft on my Express Tech. Once in the water and clipped you even forget it is there except for the arm rest it provides...lol
 
I had a 13 cft back mounted for a pony and it was sort of a pain changing tanks between dives. I just went to al40 this year and I sling it, just as they said. You don't know its even there. When get back on boat just unclip the setup. Piece of cake. I like Reg and gauge is all right there my side.

You probably would not haul your deco cylinders into the wreck- rather, you would clip them to your line at the entry/exit point. If you are concerned about having them for redundancy, you are probably diving doubles in this situation with a buddy, so that gives you a couple of extra layers of safety. Plus your deco cylinders may not have a mix appropriate for breathing at your bottom depth anyways. As far as "Spare Air," you really have to evaluate it in terms of its very small size, and given your air consumption and planned depth, see if it really gives you enough back-up gas given that you have a problem at your maximum depth (this is a nice way of saying "forget it...").
PS as far as how to carry the 40 cf cylinder- sling it!
