In PADI, what level of instructor can offer Divemaster classes? I have used some independents instructors in the past that I really liked their methodology.
What level of intstructor needed to train DM?

A PADI Open Water Instructor may certify DM's.
It can be debated, and has been, whether an instructor with 100 dives is really qualified to certify someone that only has 60 dives to a "pro" level. The facility I work through requires an IDC Staff Instructor level to certify DM's.
It sounds like you have found an instructor that you are comfortable with. Go for it and enjoy the "ride"

I'd look more for experience, rather than level. You can find OWSIs with thousands of dives and certs under their belts, and vast amounts of experience, just as you can find IDCS who have gone down the 'zero to hero' path and have a little over 100 dives and only 25 certs...
As others have pointed out any PADI OWSI can conduct a DM course..I have to go with find experienced instructor. I like the idea of an IDC instructor running the course. It would be conducted more iN line for your next level course, AI,IDC...before going with independent instr, who may or may not deliver an excellent course, think about WHERE you plan to go with this DM card..plan on continuing on toward instructor? want to really make use of it? Going with a independent will probably not give you many opportunities to actually use it . Become an instr eventually and want to teach at a LDS you will need to bring something to the LDS that you may want to work at and deliver to them what that they need.
Go with a busy LDS that will keep you busy. Look for a LDS that may need instructors in the next year of two. Most if not all LDS will get their instructor staff from DMs they know rather than someone off the street. Our last 5 instructors hired in the last 5 years came thru our DM classes.
The very busy LDS I am currently with hired me based on local reputation , I taught at a very active LDS in the beginning in the 70's and another in the 80's and owned a LDS in the 90's. Current LDS I work out of recruited me about 7 years ago after I left another LDS that hired a instr that I felt was unsafe, so I left and came here ,as the present owner had been trying to get me to join them for a few years..I did not get my DM there, they did not exist at the time. But I was known in the local community from dive boats and other LDS facilities I taught for in the area. In fact I certified the present owner when he was a teenager.
I guess I need to explain, I am not looking for employment. I have worked with my LDS for the past 2 year and due to many fall starts and scheduling issues I still have not completed my DM... why...because the LDS's view of a DM is someone who spends every weekend at Dutch Springs working for them for free. I just so happen to have a job that requires many weekends of work usually in the middle of the night making daytime diving difficult and the dozens of weekday's I have DM'ed at local college for the clsass the LDS teaches doesn't seem to count.
I really would like my DM so I can assist the local Handicapped scuba group as a volunteer DM, and later possibly Instructor. I told the LDS going into this process, I have even been the LDS's designee at some local wounded warrior dive programs.
At this point I'm done being a free resource for a business, I preder to volunteer for non-profit activities.

Good for you! DM's as free labor, and especially DMC's being used as such is disgusting and ignorant. You paid for a class. They agreed to provide it. If they have a problem with your schedule they should say so. Not use you like they seem to be doing.
What reason is given to you on why it is taking so long?
In the past 2 years I not only finished Dm courses but conducted AI classes and the students went on to IDC and are now teaching classes here.
Two sides to every story..have all requirements been met? All paperwork completed? All assignments done? If so get copies of all and get a referral and go elsewhere if you are serious about getting this done. You do not have to go on training dives every weekend. Depending on how busy the facility is it may take only 2 or 3 weekends to get it all done. If it is scheduling then either make the time or get it done with the instructor on a private basis in a role playing mode without real students. I have 2 students right now that started dm over a year ago. Their fault for not finishing. I schedule something for them and they do not bother to show up. I give them an assignment for something simple, like draw out a map with emergency assistance plans and it takes them 5 months to do it,and it turns out that it is unacceptable as it was a cut and paste from someone else's. They both turned in the same work! They are not taking the coursework very seriously.
Those are the reason to have a learning agreement with all requirements spelled out. I'd wonder about even having my name associated with such irresponsible people. I'd give them an ultimatum. Do the work as required or your done. No cert, no refund.
Yup...all that is done..got the money..not my problem if they are not responsible and do not meet requirements
So to clarify, took the test ....90% , 400yd swim (7.32min), the 800yd swim in gear(12.40min) and the tread water 15min with hands out of water for the last 2, surface tow 3.5 minutes so plenty of "points".
And during that time finished my HSA buddy cert(should have been HSA DM). They want to produce DM's that will work cheap for them
