Captain Budweiser loves his shiny clean boat to show off to his friends in the driveway. Maybe a type of permanent red dye pack attached to the top of the dive flag marking the offending boat would make it easier for LEO's to ID (as well as his friends :) )
What not an explosive of some sort? Leave LE out of it. Just watch your head for the new wreck coming past you. :wink:

My vote is for something that really works! Like a large "Fluorescent" yellow border around the existing Red/white dive flag. Improved but retains our history. It would be an easy transition.
 
The original flag was Neon Orange (aka Blaze Orange --the common terminology of the 1950s)

So it was suggested, produced and rejected many years ago

I suspect I have the last remaining Neon Orange flag and it is getting to be a bit ragged after 55 or so years

As the wife of the owner of the retail Plaza owner where I had my store, said:

"You could place a huge neon sign right in front of some folks faces, so they' have to detour around it, and they still wouldn't notice it!"

When I see idiots using dive flags like they are part of a slalom course, I do not think color or size of the flag is the problem.

I think your last sentence hit the nail on the head. They aren't paying attention!
How many animals die each year because of boat strikes? Some times it's inevitable (to the demise of the critters), but the majority of the time is because of lack of awareness of the surroundings. Big open spaces, they think they can do anything. They are only (maybe) looking for other boats.. nothing else matters.

I know it can get ugly so best to be proactive. This could work better (Banks Board) but looks bulky and is a bit expensive, $250ish..but you can't expect every diver to have something like this(especially if not spearfishing).

Trigger, your pic just gave me a great idea. Each flag buoy should have a tag line. Tie a 20ft rope to your dive flag :wink:
 
When my son was visiting in Florida, he rented a boat and went out. Now, he is an experienced boater, but are there any rules regarding this? Can anyone with a credit card rent a boat and go careening through the waters?
