I used to live in the Buffalo area (47 years) and quite a few people talked about how the diving was good off the two forts: Erie and Niagara.

Diving off Fort Niagara might result in handcuffs...
Really? Well, I am going back quite a few years. LOL. Is it now illegal? I know my neighbor from Kenmore used to dive out there.
 
If you can get across the border there are a few more shore dives, namely:
Welland Scuba Park
Welland Swing Bridge
Windmill Point Quarry
Sherkston Quarry
Niagara River Drifts
Chippawa Creek Drifts
 
Isn't there a train down on the bottom of Sherkston?
 
small gauge rail system that has a few cars and locomotives. Haven't been there if decades.
