They don't expire, although some certification agencies have gone out of business or been bought and closed over the years (NASDS for example) . You'll have to determine which agency issued your card and contact them for a replacement.

Write or call the agency who issued your certification. Provide them your name and date of birth, they can look up your record. Pay a small fee and they'll send you a replacement for your lost card.

Certifications are generally good for life.

How long has it been since you learned? If several years (and given you don't have a lot of dives logged), you might want to consider taking a refresher course.

If it's been several decades, it's probably worth re-doing the entire certification process.

One key thing to remember is that in general your lost c-card was not a license. It is a training certificate. like a high school diploma. it will not expire (but i vaguely remember reading about some sorts of "specialized" scuba training were regular re-certification is required).

As noted above simply contact the training agency that issued your card, send them some more money and they will send you a replacement card.
 
Unless it's NAUI and you got certified in the '60's or 70's. NAUI a) lost b) burned up c) threw away their records in the late 70's or early 80's. So if you didn't retain hard copy or convince them with specifics you're SOL.
I lucked out because I miraculously retained the paper "diploma" they issued me in 1974.

How did you figure that out? I can't find anything in the OP's profile to show that, and the OP is showing 0-24 dives which would be odd for a person diving a rebreather....
