You could consider heading further East over to Koh Chang and Koh Kood near the Cambodian border... far less crowded than Phuket or Koh Tao and Koh Chang also has a shipwreck!

I understand this is hurricane season

As stevenl said, Thailand does not have a hurricane/cyclone/typhoon season. You may be thinking of the monsoon season? June is early in the southwest monsoon /rainy season which affects the west coasts. However, in my experience it’s actually a very good time to visit Thailand and it doesn’t actually rain that much in June - you may experience the odd short shower but you should be fine!
I’ve dived from Phuket in late August, in the midst of rainy season with no problems, although I had to be a little flexible with dive days that time of year.

The Andaman side of Thailand definitely has the best diving! As others have said, there is some very good diving accessed from Phuket. Have you also considered Koh Lanta? The excellent Koh Phi Phi, Bida, Koh Haa & Hin Daeng/Hin Muang sites are accessed from there.

Take into account Koh Haa and Hin Daerng and Hin Muang are off limits in June.
 
For future reference, when do the trips to those sites stop, end of April?
Same as Similans, off limits 15 May-15 October.

Personally I don't like Hin Daeng/Muang trips till about mid November, due to its open location, without any shelter at all.

We dived them in March when the sea was flat as a pancake :)
 
I was there early this may. Was nit great conditions. Strong currents, only about theo thirds of the boat dived.

Nice diving and good company, but not the best value for money I would say.
