Someone requested a picture of my 18 LB VDH wing and bladder. Below are pictures of them next to each other first not inflated and then inflated. Not inflated the bladder looks much too large for the wing, but after inflating both one can see this is not the case.

common practice for one size bladder to be in multiple size covers. The RF welding molds for the bladders are $$$$$$$, cutting and sewing patterns for the covers is negligible to cost. Same cost to make the bladder covers regardless of the size *maybe a couple dollars in extra material total, but same labor*.
One of the advantages of the oversized bladders is that their seams are not going to be under significant pressure when inflated, so the pressure will be taken up by the cover which is a much stronger material.

It is highly likely that the inner bladders are identical for the 18/23/35.

Is that through osmosis or one of the new magical powers that I see in movies these days

I think the difference in non and inflated bladders may go some way in showing how when
you take a hole and fold it in half, the hole enlarges to get the inner inflator and dump nuts out

@happy-diver different phenomenon, the bladders are physically much larger volume wise than the volume of the bladder cover.
The fold in half circle trick involves the actual diameter changing as the arc of the circle flattens out
