St. Lawrence River recovery - Ontario, Canada

I dove a rather shallow wreck (40-50 feet) last week-end a bit lower downstream of the Lock 21 and the current was quite something.
As far as I know, it is just word of mouth and people trying it out. Word is, it is unusually strong, but nobody seemed to worry about it.

Would of these discharge rates been accesible to the divers on the day?
Is it typical for divers to review this prior to the dive day?

Not as far as I know. We just look at the conditions or hear about them and decide.

What we've been hearing this whole spring is that the water levels are extremely high and the current is ripping. My buddies and I had discussed a couple of weeks ago whether we would dive the Eastcliffe Hall or Lock 21 this summer and we all decided there would be no way we would dive them this summer. Those conditions would be very tough for most people on OC, let alone a RB.

I asked because my local dive site is in a river mouth and tide height is something I take in to account when planning a dive. I dived it on a supermoon one time and was prepared for the current but if I was unaware it would of been quite a shock.

We use this site Tidal Observations - Tides, Currents, and Water Levels to check Kingston conditions. We use our own RHIB to dive and if the water level is more than 1.5m above datum the launch ramp and dock that we use is under water and there is no diving for us. It has been like that since mid May. This site tells us if the marinas are flooded Live Web Cam | Collins Bay Marina ..car park is still partly underwater.

Would it be fair to say that anyone with experience at this site could visually see it was flooded and conditions poor for diving?

It is of course a very unfortunate situation but also a somewhat interesting contrast between the loss of Cameron (northerone) and this gentleman in that there was no hesitation to name Cameron and call for assistance. Here we have the effort focused in keeping the identity secret. Obviously with the current situation the effort is more localized.

I would have to disagree with this. The water there is heavily controlled by the hydro dam. It is not unusual for it to fluctuate based on up and down river needs. The site wouldn't be "flooded", it's a shore entry where the water would just be higher on the banks. Not unusual in earlier spring time, it's just usually lower by now.
I would not ever call a dive based on water levels there... the current is strong regardless.
