I am ditching the TG5 for this very reason
I'm so considering the TG-6. It's so great for macro, but I have hand tremors and just can *not* do anything slower than 1/100. I'm dying with this set-up. But goddam - another camera I JUST GOT THE TG-5 last year!!!
 
the TG-6 sort of fixes the problem - but only sort of; the minimum shutter speed with flash is only adjustable with auto iso, but this means you will be shooting ISO400 as that is the lowest maximum ISO you can set. I've used a TG-4 and ISO400 is too noisy for anything beyond a small internet image.

The way to deal with the TG-5 is set it in aperture priority f8 ISO100 with negative exposure compensation and use manual external flash as your sole light source. The speed of the flash is what freezes motion.

Do you have a recco on a flash? I had the YS-D3 that died, and I have to say... I hated that flash.
 
Look at the INON S-2000, nice compact flash and a good match for the TG-5/6.

You were asking about using a dive light in another thread , setting the TG_5 at f2.8 (on wide ) would be what you want to do with a dive/video light as the lack of power means your shutter speed will really suffer - f8 is achieved with an ND filter so no depth of field benefit and you only use that to exclude background light when working with flash.

I just bought the TG6 and have two Big Blue VL4200P ( 4200 lumens ) mounted on my own designed camera platform.

Hoping to get some good super macro. Also the TG6 has a setting for inbuilt stabilization both in video and photo modes.
