I wonder if it's factored in by the military that the abandoned nets could be more than a nuisance to a submarine making an underwater transit to or from the Pacific.

I don't think so. Based on the ambient light penetration in the video none of the nets they were pulling here were even 100ft deep.

Plus the subs transiting to and from Bangor base don't travel submerged. They run of the surface with CG & Navy police escort.

The video showed some divers going into a chamber. Was that just part of the training scenario, or was anyone actually having issues?

They are essentially commercial diving. For that very little deco is done in the water - its mostly done in a chamber. They were hustling to get him undressed because there is a limited window of time to get him into the chamber, back down to the proper depth, then begin the decompression.

I can absolutely tell you none of the actual video was taken below ~100ft, no way. There is not nearly that much light penetration in Puget Sound even at the height of summer when the sun is highest.

This doesn't look really clear and shallow to me.
