Ontario restaurants need outdoors and 6 foot spacing while buses and airlines are free to cram people in.
I have experienced a haircut, a dental cleaning and multiple inside sit down restaurant meals (1 in Toronto the rest in BC). The safety measures varied widely.
Well it seems some of the rules are only for poor people? There do appear to be (poorly advertised) loopholes to many of the rules.The inside sit down restaurant meal you had in Toronto would have been against the emergency orders as no region in Ontario is in Stage 3 yet. Restaurant openings and protocols are under provincial jurisdiction. BC’s rules, of course, are different. They opened up earlier than Ontario because their curve flattened earlier than Ontario.
Airplanes are federally regulated and the Feds have not specifically said the airlines must socially distance on airplanes, although they have mandated masks on airplanes and in airports.
Pools, including indoor pools, are actually allowed to open in current Stage 2 but the owners (mainly community centres/municipalities) have chosen to only open outdoor pools at this time. All municipalities seem to have taken this approach. I am dying for the indoor pools to open because I’m a swimmer.
You will notice that the GTHA (Greater Toronto and Hamilton Area) mayors are very unified in their policies so that the region as a whole is under very similar or the same protocols. This makes sense as this area really is one big hub. The GTHA mayors have regular meetings to discuss and plan reopening procedures.
What is allowed to open and how is actually very clearly stated in the provincial news releases. However, whether people follow the rules or not can vary.

Is the Canada / US border closed? For the majority it is, but if you can afford a plane ticket then you can fly across the border.
And if you fly you can eat in a sit down restaurant inside YYZ airport with full waitress service.
