We had one hit us on a december trip - it was miserable. I will never travel there Dec-Feb again.
Other than the last year I normally make it down monthly. I have seen El Norte's as early as October and as late as May, its a crap shoot. Some years none others lots. I have had a great time diving every month of the year but in particular the nicest weather has typically been in November. This year I think November set the all time record for El Norte's with I think (??) near 12. Eight were from a single freak hurricane pattern that stalled due to multiple blocking highs. You really cant plan on the weather. The week when I got back from my November trip I had to bid 2021's vacation, I bid a couple weeks off in November and December and plan on being on the island with no regrets.

You might check wind guru Galveston for a preview of the winds in Cozumel, it normally leads by a day or two for spotting El Nortes, here is the current last day (10 day out limit)
Why not just go to Windguru Cozumel instead of trying to outguess the experts. Windguru - Mexico - Cozumel They know better than we do for how Galveston northers may or may not make it to the island.

The only risk I see is tomorrow and maybe Wednesday wind gusts to 23 knots from the northeast might shift westerly and line up with the angle of the channel, but hopefully not.

It's a crapshoot, but the best time to see Eagle Rays.

That depends on the direction. Since the channel runs from north northeast to south southwest, winds out of the east are blocked from having much effect. If the winds come out of the north northeast, north, or northwest, then a 20-knot wind can create hazardous conditions for small pangas and divers. It also depends on the harbor master's mood.
