You do realize that this is not the official word, right?

I have been on a dive off of a liveaboard in Indonesia without a guide . . .once, only once and it was a very benign site.

There's not been any other times that we've been put in the water without a guide and that suits me just fine! The guides don't have us tethered to them by any stretch of the imagination so one doesn't feel like one's being herded.

I haven't been to Indah's resort yet but shore diving with or without a guide, depending upon review of your skills, may be had at Murex Bangka.

At Divers Lodge Lembeh we supervise our guests from the shore for self-guided dives at our house reef. Which is really in front of our own beach, and offers very nice diving. But we only allow adult experienced divers for these dives and if the conditions allow it and during daylight hours.
What could be the procedure in Indonesia if something goes wrong? For example a guests dies underwater because of a heart attack? Happened to another resort here in Lembeh Strait. All crew from the boat are brought to the police station. It happens they have to stay in a cell for weeks. All gear will be checked, plus paperwork and protocols. In one case the family members who were diving with the victim (and certified guides) made a letter the state that the crew did a perfect job and they would not sue anybody. But the guide was kept for several weeks and it took much longer until he was really not a suspect anymore.

Wonder where you got this information? Business or family reunion possible, if you already have a visa. But 5 days quarantaine in Jakarta and 2 weeks self isolation at place of destiny.

Yeah OK So divers can go without a guide. How you are supervising anyone at 20m depth when you cannot see them?

Same thing for Liberty wreck you do and dive to 30m plus how is the " supervisor guide? supposed to know where you are?

go to any FB group for Indonesia and Bali and you will see many people who are flying on on their business visa's to get to Bali. I'm sure they are all doing business lol. Visa's are easily sourced through visa agents

This goes against the law. The sponsor is fully responsible and has to show 10.000 USD per per who is sponsored for the visa. And then the quarantaine (5 plus 14 days) which is not very inviting to come over for 3 weeks.

I simply explained how we deal with this rule (Law) for our "self-guided shore dives" at Divers Lodge Lembeh. And I admit it is quite on the edge. We all know that supervision has limits. For example 6 divers with 1 guide during a night dive. Or a group of 8 divers on a wall with one guide, and 10 meters viz. Already in the old PADI divemaster courses was taught that sometimes the best supervision could be from the boat or shore. Many of our guests visited us for more than 10 times. For Lembeh they all want a guide, for Weda Resort and Magic Bay Rao they often let the guide follow them in a way that they feel as diving without a guide. Indeed it is much less fun to have another diver in front of you instead of fishes. Needless to say we never dive in large groups.
