I don't understand you, you are asking what dive computers can be set to GFL = 99 and GFH = 99. With Ratio iX3M Tech+ you can. If you are asking about Surf. GF, Ratio doesn't have it yet.
 
Shearwater has a display field labeled GF99

I don't understand you, you are asking what dive computers can be set to GFL = 99 and GFH = 99.
No, "GF99" is the label Shearwater attributes to the "current" loading, where 0 is saturated (loading at ambient pressure at whatever depth) and 100 is oversaturated to Buhlmann's maximum value (again, at whatever depth or ambient pressure). If you change depth, GF99 would change (increasing as you ascend).
 
Ratio iX3M Tech+ can be set to 99/99
GF99 IS NOT the same thing as setting GFs to 99/99.

GF99 is the label Shearwater uses for the current inert gas tension in the leading tissue using the Buhlmann model shown in % of the Buhlmann limit for that tissue. It is based on current local ambient conditions and the current leading tissue. It is the value that is compared to the the target GF from the GF Lo/Hi line to determine if you are above/below the current deco ceiling when using the Buhlmann with GF algorithm.

Think of it as the current decompression stress. I would have called it "GF Now."

At the beginning of your first dive, it would be zero as your tissues are all sub-saturated until you start your initial ascent. If you followed your deco profile exactly, it would rise to as you ascended to your first deco stop where it would be approximately your GF Lo. Then it would drop till you ascended to your next stop where it would again rise to the line between GF Lo and GF Hi. Finally, when you surfaced it would rise to GF Hi, then decrease towards zero during the surface interval.
