Any ideas for NW area of PR?

My wife and I will be traveling to Puerto Rico the third week of Feb (14 thru 21). We're staying in Luquillo. I've read about the west and SW areas, but we're with my family (who don't dive) and getting to the other side for some diving is not really an option. Should we stick with Sea Ventures in Fajardo or try and get to Culebra Divers in Culebra? My family does snorkel so does anyone have any ideas about snorkeling companies/trips/locations? Also, any ideas about how to get to Vieques to check out Mosquito Bay and the phosphorescence? I know there's a ferry but I can't seem to find the times anywhere so I don't know if they will be running late enough for us since we'll have to wait for nightime so that we can see the phosphorescence. This is our first time to PR so does anyone have any ideas about other tourist things to do? We have deep sea fishing, El Morro & El Yunque. Thanks for all the help!

It looks like you will have to spend the night on Viequez, but it would be worth it. Also, February is when the whales come to Puerto Rico. If you can, try to get to the west coast to Rincon. There will be whale watching from the coast and on boats, and possibly you could dive with them! I know you said transportation might be a problem, but if you contact some companies out there, they may be able to provide it.

P.S. The new moon is February 25th. I know you are leaving before then, but the closer you
visit the bay to then, the darker it will be and the better the visual will be.
 
I almost forgot. Check out Acampa Tours. They do what looks like an awesome adventure tour to the Tanama River in the Karst Region, which will be close to you. (They will also come get you.) It involves hiking, lunch provided by a local family, and ziplining! It looks awesome, and I plan to do their adventure tour in Toro Negro when I go. The website is acampapr.com
 
For the Bio bay in Vieques, we took the East Wind fast cat. This was the only way we could go one evening and come back the same night. After that we were able to drive back to hotel in San Juan. It was a little more expensive. But it certainly saved time, and we didn't have to stay one night at Vieques.
