Its not a stupid law and a lot of places have the same law. It promotes safety and injects money into the local economy.

I am sorry your tendancy to support Wal-Mart and buying your gray market scuba gear transition over into your attitudes towards locals on vacation. No wonder foreigners snicker about the stupid Americans...
