Is it necessary to clean the Neptune lens before using like you do with a regular mask, i.e. soft scrub, etc. Also, what is the best hood for a good seal? Thanks-

Yes you should clean it like a regular mask

The lens should be cleaned if it is dirty. It is not cleaned to prevent fogging. The mask is designed so it does not fog so if it is fogging during a dive that is a warning that you are having a CO2 buildup and you need to abort the dive.
 
Ffm mask lenses should clear them self only clean if dirty
and I use a normal hood I just cut the opening larger so
the ffm contacts the face it the easiest way there not mmany hoods
out there that seal well :) ....
