With summer time approaching here, half of the close to shore dive sites are pointless to dive on, you'll get run over by tourists renting jet skis. Luckily the state police and coast guard in this area are already looking for reasons to stop boaters.

so a 20' section of light chain attached to another diver down buoy stretched across the area may make for a good solution. Not sure how to rig something that would be adequately sucked into a jet ski engine though...

Plastic bags like the kind from the super market work very well, I know because on my jet ski i've sucked up one before, nearly fried my motor.
