Honestly, the sensors of the 7D, t3i and t4i are pretty much identical so you'd notice virtually no difference in shooting video or stills from them. There may be slight real world differences thanks to easier accessible controls of the 7D. The extra money on the 7D gets you higher frame rate, a better AF system, a semi-weathersealed metal body.
 
You may want to look at the new Canon 70D, announced yesterday. Whole new Auto-Focus system, and a bunch of other features. Looks to be very promising for both stills and video.
