Seas grass beds are at places like Ripper's Cove near Empire Landing, Hen Rock and on the backside near China Point.
 
Saw one today in the Monterey harbor in Monterey California. I was kayaking and someone pulled some kelp on his kayak to ancor himself and said "what is this?" I couldn't belive it when I saw that it was that easy to find.

Mission Bay. Used to see tons of them on undersides of boat docks in Alamitos.Bay.
