I have seen small scorpion fish do that down here in the keys, they sneak up on pray that way. Good video.

That would be a Devil Scorpionfish, Scorpaenopsis dabolus.

I have some lousy GoPro video of a batfish walking a dozen feet under the Frederikstedt pier in St. Croix. But your fish isn't nearly ugly enough to be a batfish.
