Best dive shop in Bali for ...er Shopping?

I wouldn't recommend Bali for buying dive gear as prices are not especially competitive. Only thing that would be good value is a customized wetsuit from Seagods.
Saying that, my favorite is shop is probably idiveshop as they offer a better selection for the more technical diver. Followed by Masterselam and Ocean King. All are located on Jalan Bypass within a 20 min drive (traffic depending!).
Most dive business in Bali tends to be based in Sanur so best to have a look there.
