HMCS Yukon on Sat had 2-3meters visibility at best, 15°C at depth 30msw ("typical San Diego/Mission Beach conditions"). I look at it this way -an occluding dinoflagellate/plankton bloom means more food for the schooling bait fishes at the lower end, and starting the marine food chain.

Must have really lucked out when I went last month.
