I am in the process of writing a proposal to create a dive team for my police department. I was wondering if anyone here has been able to do this? If so, how did you get funding (grants, budget, donations, etc.)? I'm also of course looking for reasons to use as justification for the need of a dive team to the bosses, so if anyone has any ideas on that front as well. I have the basic justification reasons so far (evidence collection, recruitment, Public Relations, more cases solved due to more evidence being located). Also, which is a more effective transport item for the gear, a trailer or a truck/van?
 
I would suggest that you acquire more experience of have some one on your team with more experiences in diving

We have a very active local S&R dive team.

Thank you for the information. I would absolutely have more experienced divers on the team and continue my training to expand my knowledge and experience. I just found that we have a need for the team and no one has attempted to start one at my agency before. My fire department guys have a dive team in operation for years now with all the experience and training. We would be learning from them as well.

Talk to your fire folks about all the hoops they have gone through and go through. They're local, and will know how your jurisdiction interprets various federal and state laws.
