My understanding is spearfishing is still legal from a boat here but can’t enter from the beach due to being within 300 ft from a public beach

Are there a lot of lions in this area?

Lions - no, not really. You'll see an occasional one < 4" but they seem to go missing pretty quickly once the word is out.
