I agree the logistics of what initially was talked about is probably too optimistic and broad, but some ideas can be pulled out of there.

Potentially a foundation to promote safety and education for divers against the dangers of being lost.
  • Algorithms for when a rescue is needed, who to call, what to do, other resources, guide for the city perhaps too?
    • Would need multiple language translations.
  • Checklist for divers
  • Information about the PLB and why someone should get one
  • Program to purchase PLB for divers/shops to be rented or something
  • Identifying higher risk diving behaviors/activities that make it almost required to have a PLB.
Unless you have a lot of money, often starting something with smaller and more actionable goals is going to be able to build into something bigger eventually.

But you'd need to develop a lot of business stuff and should probably get a lawyer to make sure it gets done right before money changes hands.
 
Are there any statistics on how many divers are lost at sea broken down into rescued vs not rescued annually?
 
The obvious question about "not rescued" ones is did they make it to the surface alive and well enough to be rescued in the first place.
 
With that last comment I was trying to get a feel for whats a realistic number of people something like this applies to. 5 a year, 20, more, less?
